• for the safety of people around kinetic energy storage systems
• by exchange of knowledge
• to avoid negative publicity for a new technology
• provide a common and accepted standard for certification of flywheel systems

Safety is achieved, if the probability of an event of a certain consequence is smaller than a previously defined level. This level is dependent on the situation (possible public involved or laboratory situation) the event may happen.
